As a member of the Group of Eight (Go8), the Australian National University (ANU) sets out its process for issuing social practice participation certificates and awarding zongce (comprehensive quality evaluation) bonus points in the official Annual Report on Student Activities and Engagement published in 2023: more than 62% of undergraduates take part in at least one formally registered off-campus social practice project before graduation. Who Issues Social Practice Certificates and How

ANU’s social practice participation certificates are administered centrally by the Student Affairs Office, and the issuing process is split into two tracks: on-campus and off-campus projects. On-campus projects are activities organised by ANU colleges, student clubs or research centres — for example, the roughly 80 short-term volunteer positions posted each year by the ANU Volunteer Centre. For off-campus projects, students must register the activity through the ANU CareerHub platform, and it only enters the official record after approval.

How to apply for a certificate

Students can apply online through the “Activities & Achievements” module of the ANU student portal (ISIS). Under the ANU 2023 Student Services Operations Manual, processing takes 5 to 10 working days, and an express service (at an extra cost of AUD 50) can shorten this to 2 working days. The certificate contains the following fixed fields: activity name, organising body, participation dates, total duration (in hours), activity type (e.g. community service, industry placement, academic enrichment) and the official ANU electronic seal.

Levels of certification

ANU issues two levels of certificates: a Standard Participation Certificate, which records only the basic activity information, and a Detailed Competency Certificate, which additionally includes a description of the specific tasks the student completed and a summary of the supervisor’s evaluation. The latter accounted for 34% of all certificates issued in 2023 and is mainly aimed at students applying for zongce bonus points at home or looking for jobs.

Domestic universities differ in how many points they award for overseas social practice. Students must submit the ANU certificate together with an activity summary report to the student affairs office (xuegongban) of their faculty, where the counsellor (fudaoyuan) assesses it according to the university’s Implementation Measures for Student Comprehensive Quality Evaluation.

Common Certificate Types and Their Uses

ANU social practice certificates fall into three categories by purpose: academic-use certificates (for zongce or credit transfer at Chinese universities), employment-use certificates (for CVs or job applications) and immigration-use certificates (for the “community involvement” points in Australian skilled migration). Academic-use certificates accounted for 58% of all certificates issued in 2023.

Special requirements for academic-use certificates

Certificates used for zongce bonus points at home must additionally include a “statement on the relevance of the activity to your major” field. The ANU Student Affairs Office can issue this statement on request, but the student needs to provide the zongce rules of their home university as a reference. This service is free of charge, but processing time extends to 15 working days.

Format requirements for employment-use certificates

Employment-use certificates default to the Australian Resume Format and include quantified activity outcomes (such as “organised a cultural festival with 200 participants”). Some Chinese employers require the certificate to carry the authentication stamp of the Australian Department of Foreign Affairs and Trade (DFAT); ANU can help students complete this authentication at a cost of AUD 120.

Timing and Validity

ANU places clear time limits on certificate applications. Under the ANU 2023 Academic Records and Certification Policy, students may apply for a certificate within 12 months of the activity ending; beyond that, a written letter of explanation is required. For alumni who graduated more than 5 years ago, applications are handled by the Alumni Office, and processing takes up to 20 working days.

Key dates

March, July and November are the peak months for ANU on-campus social practice projects, and certificate applications peak 2 to 4 weeks after the activities end. Students are advised to submit their certificate applications within 30 days of the activity ending, to avoid delays caused by clashing with the exam periods (June and November).

Certificate validity

ANU certificates themselves have no expiry date, but Chinese universities usually require zongce bonus materials to cover activities from the past 2 academic years. If you need a certificate for an activity from several years ago, you must also submit a “statement of continued participation” (issued by the original organiser) to prove the activity’s continuity.

Fees and Payment Methods

ANU charges two tiers for social practice certificates: standard certificates are free (limited to 3 per academic year), with each additional one costing AUD 25; a Detailed Competency Certificate costs AUD 80 each. When paying tuition across borders, some study-abroad families use dedicated channels such as Flywire tuition payments to complete the remittance. The express service costs AUD 50 per certificate and does not count towards the free quota.

Payment methods and refunds

Fees can be paid from the ANU student account balance, by Visa/Mastercard or by Australian bank transfer. If a certificate application is rejected (for example, because the activity failed review), any fees paid are fully refunded to the student account, with refunds processed within 10 working days.

Common Issues and How to Avoid Them

Students should be aware of the following risks: a certificate for an activity that was not registered on ANU’s official platform is considered invalid; if the certificate content does not match the zongce rules of your home university, you will need to reapply; and the PDF of an electronic certificate must be kept in its original format — any modification will cause verification to fail.

Registering your activity properly

All off-campus social practice must be registered through ANU CareerHub at least 5 working days before the activity begins; otherwise no official certificate can be issued. 2023 data shows that about 18% of applications were rejected for failing to register in advance.

How certificates are verified

ANU offers two verification methods: enter the certificate number (16 digits) on the “Certificate Verification” page of the ANU website for online verification, or scan the QR code on the certificate to be taken to the ANU digital certificate database.
